An MMO in Rappelz is the ultimate failure without a soft cap. In other games, you could have a block rate that is not capped below 50% (typically evasion 30%, resist 40%, 60% parry)
And they all do hierarchy checking, and typically as follow:
(1)Evasion/Resist
(2)Parry (or in rappelz partial block/partial damage)
(3)Block (perfect)
Note that level resist or evasion is a different logic. Level(Rappelz powerleveling) based stuff in Rappelz is the ultimate failure for this thing to be implemented, because this game has too big of a level gap (170 playable levels)

Godly pro should be fixed:
1. Must use shield (and keep shield on)
2. Reduces atk power and movement speed, not atk speed.
Attack speed has a lot merit in PVE where the hierarchy don't matter much. It can also be useful in PVP, unfortunately not with the current mechanics where normal damage is calculated with a different modifier compared to skills damage.
